How to install Ventura VM on Ventura?
On my Intel iMac, I have installed VirtualBox 7.0.8, and I created an ISO image from the Ventura (13.4) installer. I then created the VM in VirtualBox using the recommended suggestions, but when I attempt to launch the VM is draws a small screen with some text that simply keeps repainting. What am I missing? Or is this even supported?

It probably isn't supported. VirtualBox on Ventura runs under the Apple Hypervisor, which means it has no access to VT-x, which I suspect it would need to virtualize Ventura.
Check if nested VT-x is disabled in the VM settings. If so then it can't be passed to the guest, so at the very least there are important features of Ventura that simply aren't possible.
