So, I'm new to this stuff and I wondering what I would do if I was prompt with this message.
"The virtual machine failed to boot. That might be caused by a missing operating system or misconfigured boot order. Mounting an operating system install DVD might solve this problem. Selecting an ISO file will attempt to mount it after the dialog is closed."
What would I need to do and how would I follow such?

See section 1 in the manual. You must provide the OS installer for the VM.

When it starts up, it says to insert CD.. just hit enter.

Do you have a CD with a valid OS installer? If so, where is it?
To install the OS on a physical PC, you put the CD in the PC's CD drive and start the PC. With a vm, it is a bit different, but basically the same thing applies. If the CD is in the CD drive of the host machine, you need to let the system know that so that you can boot the vm from it. There is an option available to do that.

이야기, I removed your offsite link, because it's for Linux hosts and OP's is a Windows host, and because it's instructing using a different hypervisor than Virtualbox, which makes it off topic on both fronts.
