I'm on Ventura beta 5. VirtualBox is running, but I get the error below when trying to start a virtual machine.
Is this expected behaviour and expected to be fixed by the final release, or could I be doing something to get it working? I recall in previous macOS betas there were test builds available and it was a question of fully uninstalling VirtualBox and installing the test builds and kexts.

Provide a VM log file. Make sure the VM is fully shut down, then right click it in the manager UI. Select "Show Log" and save "VBox.log" (no other file) to a zip file. Attach the zip here.
Note however that Ventura is obviously not a supported host (no beta ever is) so you should not expect this to be resolved quickly.

I have exactly the same error message when trying to start a VM on Ventura public beta 3. (well, with a different VM-ID, of course.)
I'm guessing it's to do with Virtualbox kernel extensions not being loaded. There were warnings on every reboot of my previous version of macos.
I can see that there doesn't seem to be any kext loaded for VBox (even after reinstalling 6.1.36 in hopes of the installer fixing it.) And that's even when after the upgrade I went to the security section in System Settings and said I _wanted_ to use the kernel extensions.
And when I try to load them in what looks to me the same way launchd would normally load them, I get this:
