Linux Mint 19.1 display does not autoresize on boot

I'm running Linux Mint 19.1 on VirtualBox 6.0.8. I've installed the Guest Additions provided by VirtualBox. When I boot the VM, the virtual display does not automatically resize to fit the available area. However, if I manually resize the window after the boot process has finished, the virtual display does resize to fit the window.

Here is what I see immediately after the boot process has finished:

This is what I expect to see:

As you can see, in the first image the virtual display is not using all the available space.
