Are you sure you're on Windows and not Linux? This error occurs on Linux most of the time if you don't have access to /dev/vboxdrv. You need to be a member of the vboxuser group and have the vbox kernel modules installed (if you don't, run this as root: '/etc/init.d/vboxdrv setup').
If you are indeed on Windows, be sure you can run VB. Reinstall if needed.

Did you modify your Windows with any tools like nLite? If so, then you removed something vital for VB to run. I know this error only on Linux systems, never seen it on Windows. Have you also tried redownloading the installer? Tried a different version?

Resolved
It was a conflict with VirtualPC 2007.
With both installed on the machine none worked.
I uninstalled VirtualBox and now VirtualPC works.
It's a pity because i wish to use Virtual Box but i need VirtualPC so i can't use VB.
Bye
