After 4.0.4 install on Vista host - Nothing

I downloaded and installed version 4.0.4 for a Vista 32 bit host. Ran the install and tried to start it and nothing happens. I've uninstalled & reinstalled numerous times, restarts a plenty. Killed my antivirus - still nothing. Checked the processes and it says it is running, but no management GUI runs. I haven't tried this from the command line, but now don't trust the software. Any suggestions?

This in addendum:

I have also tried 4.0.2 & 3.x to no avail. It is running as shown here:

But no GUI will start. I can't figure this out. Any help??

Any event-log entries? installed as administrator?

I did not have the "secret administrator" Vista account set up (Windows nonsense), but have now done that. I logged in via Admin, and just for kicks tried to start 3.12x. TaDa! The Manager GUI did open as it should have, and I should have stopped there, but on to the latest. I though great, solved - now uninstall 3.12x and install 4.0.4. Went through the normal install motions, but when I went to start it - same Nothing as previous. I checked the process via PowerShell and here it is. (I'm new with Powershell and don't know how to get a verbose output just yet. If you have a script - send it along please):

As you can see their are (2) WARNINGS. I tried to Google {tid = BAO} and get nothing that makes sense. Do you see something here that may help?
