add a another way
when i installed windows 95 i tryied to connect to network internet but is needs dial up modem can we make virtual dial up modem that works for this

Interesting concept!
There is a way to do this, possibly, if your physical modem attaches to the host PC through a serial port. If so, a serial device can be put into a VM. Then the VM's OS can use the serial device directly.
Other than the above, there will probably be no further effort to connect a modem into a Virtualbox VM.
Development on Virtualbox happens either from the Oracle paying customers' needs or by User-contibuted code. Oracle's paying customers probably don't use Windows 95 or dial-up anymore.
You can contribute code if you want. FWIW Windows 95 is not a supported guest OS, though it apparently can be used.

We? I very much doubt it, since no supported guest OS has any need of it, and it seems unlikely that thousands of paying customers will suddenly ask for this.Can we add dial up emulator feature.
The only other way it would happen is if someone (you) was to write the necessary code yourself. If "dial up" means the old USRobotics "AT" interface, then it probably wouldn't be too hard to write an app that listens on a pipe (a.k.a. virtual serial port) and emulates that interface. Bear in mind however that there's no way that an Win95 era internet browser can use the modern Internet.
