Intel has worked on a graphics virtualization for years, and now supports Xen and KVM, i.e. XenGT and KVMGT, respectively. Technically XenGT and KVMGT have a common base and it's possible to reused by other hypervisor technologies. This is extremely cost-effective solution as you only need to buy a 5th or later Intel CPU with Iris Graphics engine.

The developers don't come here to check on things to add, try your idea in the Bugtracker, posted as an Enhancement. Keep in mind that unless Oracle's big-business paying customers like the idea and request it themselves, it's really not likely to happen for some time, if ever. Unfortunately, 'tis the money that drives the development.
On the other hand if you want to make the changes to add this capability the developers are open to code suggestions from volunteers.
