Hi,
new version of Virtualbox (5.2-5.2.20) for Fedora 26/27/28 is placed only to repository for Fedora 26, so on actual os version (28) the repository do not work and Virtualbox has to be downloaded manually.

There have been issues with links in the load-balancing servers in the past couple of releases (increased load, antivirus checking). They usually get automatically fixed after a day (maybe two, not enough experience/data points).
