Install Fail for 6.1.4 on Catalina

Have been trying 6.1.1 through 6.1.4 on Mac that never had the program before. It downloads, verifies, checks install location, and starts to install, but I get a "The Installation Failed--The Installer encountered an error that caused the installation to fail. Contact the software manufacturer for assistance". Is it still too soon for Catalina? Go easy on me I'm a nubie.

Resolved on System preferences allowing oracle (Security and Privacy tab)

I read about the Security & Privacy instruction, however, nothing shows up there [Security & Privacy-General] to indicate Oracle needs permission.
