I just got a late 2018 Mac Mini, and I'm using it with a Philips 276E 4K Screen.
I copied my .vdi virtual disk from my old 2011 MBP to the Mini and set up a new VM on the Mini to run it. But it only uses a small fraction of the screen since it's so dinky.
I have searched the forums, but haven't found exactly this problem, although I may have missed something.

The highest resolution available to me is 1600 x 1200. That's what it's set to.
I'm wondering if Guest Additions is part of the problem. I can't tell if the VBoxGuestAdditions_6.0.4.iso file that I manually downloaded to the Mac Mini's downloads folder is really accessible. When I click on Devices > Insert Guest Additions CD image, nothing happens.
Fact is, I don't recall if when moving a .vdi from one computer to another and setting up a new VM on the new machine one has to reinstall GA manually. I would assume so, but maybe I'm wrong.

Well, Guest Additions was wrong (old version). I always forget how that works and go back and read the "User's Manual, Ch. 4.2.1. Guest Additions for Windows". But even that doesn't speak a language I find easy to understand. :)
On the bottom right of the Win10 screen there was an icon saying that GA 5.2.x was installed. For some reason my Win10 installation apparently doesn't automatically do anything with the mounted ISO file that shows up as a CD drive in File Explorer. In order for me to install the 6.0.4 GA, I had to manually choose the file GuestAdditions.exe (that's 64 bit) from File Explorer and run it. Now I have the right GA file on both the Mini and the MBP.
So … I got GA 6.0.4 installed, but my resolution problem is the same. Can anyone help me out? I know I'm not too sharp with this Windows stuff, so please be patient with me.

I just installed the Extension Pack thinking it might do something, but it didn't help. The Guest Additions are properly installed.

Thank you, Socratis. I did that just now, then closed down the VM and restarted it. Size is the same. Went to Win10 settings and still the biggest option is 1600x1200. It appears that nothing changed. Is there somewhere else in the VM guest (Win10) that I'm supposed to change something?

I also just now (after above post) changed the scaling in the Win10 guest to 200%. Now the text is a bigger size and more readable. But the VM is still only using less than 1/4 of my screen real estate, maybe closer to 1/6th, and I can't get it to go any bigger.

I went into the VM's settings and changed the scaling to 200%. Then I tried again to drag the corners of the VM, and it worked. I can now scale all the way across the monitor (although that distorts the fonts).

I was able to fix that issue by:
1) Open the Virtual Box Preferences (not the VM settings)
2) Go to "Dsiplay" and set "Maximum Guest Screen Size:" to "None"
