This is a known bug filed as #17168: VB display frame and content are no longer bound in High Sierra (osx 10.13). The ticket lists some workarounds you should try.

Just wanted to report that I see the same bug with Linux Mint installed into a VM.
Fixed with disabling 3D acceleration (other fixes described above work as well).
But, my Windows 10 VM behaves correctly, without the bug.

It's not that I don't want to see this bug gone, au contraire! It's simply weird why it would go away for one type of a VM only...

whoops, you're right.
resizing the window is ok.
moving the window is not, whether it's Windows 10 or Linux
I usually use the window at full size without going to full-screen (double-clicking on the window title-bar) and it always looked ok doing that.

i'm on a mac and a couple workarounds seemed to work for me:
1. increase ram to 8gb
2. not sure why this works but it does (make sure you don't have a guest image cd before doing this).
go to Devices | Install Guest Addisons CD Image ...
you should get an error message: unable to insert the virtual optical disk ...
then the screen will snap back into position and be tied to the title bar from that point on...until the next reboot.
