5.1.26 won't start Ubuntu VM headless

So that means that the VM started? Because I don't see any errors between when you started it and you killed it with Ctrl-C. Did you check the VirtualBox Manager for the state of the VM? Was it running?

FWIW, this issue seems to have resolved itself with 5.2.8
While I was not diligent in testing every version, I did test quite a few. It is possible that other changes have been made (or other Mac OS X patches have been applied). I am finally on the latest version and able to use Chef/Kitchen/Vagrant as mentioned in my original post.
Time permitting, I will do some more investigation by reverting to other versions and see if they were still broken.
