I'm trying to boot Win 8.1 on OS X but after I mounted the 8.1 ISO, it would keep telling me that I need to restart with the error code 0x00000C4
Help Please!

Did you select the proper Windows version in the VM settings?
With the VM shutdown, right-click on the VM in the VirtualBox Manager and select "Show Log". Save the first "VBox.log" only, ZIP it and attach it to your response (see the "Upload attachment" tab below the reply form).
