Full Screen Stops Working After Reboot of Host

I have an interesting problem with regards to VirtualBox and displaying a VM in Full Screen mode. First it works, then upon reboot of my Mac it stops working. If I reinstall Virtual Box it starts working again until the next reboot. Wash, rinse, repeat.

Here's the scenario...

When I press ⌘ Command +F to make my Windows 10 VM full screen, I get the OS X "alert" sound, the screen flickers, but it never goes into full screeen mode.

By accident (I was installing an update), I noticed that if I run the Virtual Box installer, full screen mode will work fine until I reboot. Once I reboot, it stops working until I reinstall VirtualBox. I don't need to uninstall it, I just install it like I was doing an upgrade.

I have tested this with full screen before and after I install the Guest Additions and it seems to have no effect, upon reboot, full screen no longer works.

Has anyone seen anything like this and/or know a solution?
