How to make VMs accessible to multiple users on a Mac

Does anyone know how to make a VM available to multiple users of a Mac? For example, I was going to create a folder in the root of the drive (accessible to everyone) and put the VM in there but VBox wants everything in the User's Library folder. Any thoughts?

See 'VBOX_USER_HOME' in the manual.
