Settings button grayed out

Why is the Settings button grayed out?
Where can I find information on this, as I can't find anything in the User Manual?
How can I get the button back into use, please?

The settings button will be gray when the guest is open on in a saved state.
Make sure that the guest is closed (shut down) and then it should be active.
