I've installed a fresh 7.0.6 on the latest Ventura 13.2.1 AMD machine (Ryzen 7600). Whenever I try to start a VM, I get
VBoxManage: error: hv_vm_create() failed: 0xfae94001 (VERR_NEM_INIT_FAILED).
VBoxManage: error: Driverless mode (VERR_SUP_DRIVERLESS)
VBoxManage: error: Details: code NS_ERROR_FAILURE (0x80004005), component ConsoleWrap, interface IConsole
Any helpful hints appreciated.

Hackintosh's are not supported (and no genuine Mac uses AMD Ryzen processors).
I'm going to guess that the fundamental problem is that the MacOS hypervisor platform is designed around Intel VT-x, not AMD-v. In turn, VirtuaBox v7 on Ventura is designed to use the MacOS hypervisor platform.

OK, this one's eclectic.
Going to have to say this one also flies too far south of OSX guests on non-Apple hardware, except on the host this time.
And it could be that Virtualbox on Ventura really doesn't work well on a non-Apple PC, because hypervisors need a known foundation to work on, Virtualbox is really operating under Apple's hypervisor on Ventura, and the AMD processor is something Apple didn't account for.
