Is Windows XP included as a VirtualBox guest OS, or must I provide my own licensed copy of XP?

VBox provides zero guest os!

The situation with a virtual PC is exactly the same as if you built your own physical PC: you have to provide the OS yourself and install it.
If cost is a factor then consider installing Linux instead, and running your XP era Windows software under Wine. Twister OS can make it look very much like XP, though it's usually Manjaro underneath.
