Win 7 guest cannot add second SSD

I am running a Linux Mint 18.3 host and Windows 7 guest VM with VB 5 from the repo. There are two SATA drives one a SSD formatted as NTFS. Also there is a SATA CD/DVD drive. All devices are visible and working in Mint. One drive and the DVD are attached as SATA and they work fine.

Most things work fine in Win 7 except the VB GUI will not allow a second internal SSD drive to be added as a storage device. Unable to add the device from Windows VM menu either. I find no reason for this to be the case.
It is visible in the device list when trying to add a SATA device but when open button is clicked it just goes to the next lower folder and does not attach the device at root.

Anyone have any ideas?

Well, I just tried it and it seems to work fine for me (Win10 host, not that it should matter with a Qt app).

A screenshot might make your problem easier to understand. A VM log too.
