The issue is the hw virtualization being no. I checked my bios and it says it's enabled. I also used another version of Windows 2016 64bit to test install, could have been a bad image, but I get the same issue. When I said I answered myself in the post, I meant the reason why I am getting the original issue is because of the hw virtualization. I will research and see whats going on.
If I still have the issue with hw virtualization I will make a new thread as its a different issue.
