New HighSierra VM keeps rebooting during start

I've got a new install of Ubuntu 16.04 LTS and VB5.28.
No other VMs created.
PC is a Dell Poweredge T130 with 4GB RAM

I've created a VM for High Sierra and when started selected the High Sierra ISO I have. However, it produces a lot of log output and then just restarts (briefly see the splash 'screen'). This loop just continues.

Any ideas?

Guest OSses: Assorted Linux, Windows Server 2012, DOS, Windows 10, BIOS/UEFI emulation

Yup, you are using macOS as a guest on non-Apple hardware which isn't supported. It is a violation of the Apple license agreement. See Important notice regarding Mac OS X as Guest
