I have same problem in Ubuntu Gnome, but I switched to scaled mode (<host>+c) so this fix is it partially if no menus needed.
It seems that window manager decoration dissappear if guest size is same as host's size.
So I did put my guest resolution to lower from vbox menu: View -> Virtual screen1 -> some lower size
and wm decorations are there again.
