The registervm takes a full path to the .vbox file of the VM you're trying to register, not the name of the VM. How could you register a VM by its name if it's not registered yet?
For the permissions, nothing you can do, this is just a statement.
For the user session, put in place whatever restriction you see fit. This is not a Virtualbox issue, but a Linux issue.
