To restrict users as to build new vm on virtual box

Hi All

I am system adminstrator and we have given windows vm on top of linux machines, but we want to restrict users to build any additional vm apart from one which we are providing them. So whether their is any restriction in virtual box. Any suggestion would be gratefull.
