i have converted server to DC and installed DHCP and more other service. my problem is i want assigen IP to XPes with DHCP server 2003.

Use the internal network adapter in the guest settings and make sure that all guests use the same "intnet name"
The easiest and for most the best way to use and test Windows domains in VirtualBox
Setup Windows Domain in VirtualBox
Don't add the ICS/pFsense if you really don't want the Internet on the test domain.

That would be a configuration error on the server dhcp.

A server should always be static and not dynamic. The guests will then get their dynamic addresses from the server, if you have set up dhcp on the server. If not then they would need to be static as well. This has nothing to do with VirtualBox but how to configure and use Windows/servers in a domain.
