Had the reported error with 6.1.16, installed the stable build of 6.1.18 this morning - same results, regardless of guest OS. Some are less problematic than others (i.e., old DOS-only or Win 3.x guests don't immediately throw the error) but just about everything else crashes if assigned resources by VirtualBox Settings Manager -and- a com port driver is present in the guest. Take away either of those conditions and the guests start right up.
I updated Ticket 19889 with my findings.

I just had a look at the ticket that was raised for this (https://www.virtualbox.org/ticket/19889) and it says closed/fixed. Looked at the changelog but can't find any mention of this ticket number. Which Virtualbox release is this fixed in? I'd like to test the latest release 6.1.22 as I'm planning to upgrade from Fedora 30 to 32.

In the ticket, a test build with the build number 142946 was confirmed by a user. Therefore I'd expect the bug fix to be part of VirtualBox 6.1.20r143896 and 6.1.22r144080.
