I don't understand your problem. You cannot usually remove a disk during the installation of a Windows OS on a physical machine either. What is requesting a disk change during an OS install?

... and you can't have installed third party drivers before you even installed the OS.User Manual 6.1.10 section 5.2 wrote: Warning: The virtio-scsi controller will only be seen by OSes with device support for
it. In particular, there is no built-in support in Windows. So Windows will not see such
disks unless you install additional drivers.

The easy solution is to add two CD drives to the VM, and insert both ISO files at the beginning. For details see Paravirtualized Block Drivers for Windows > Setup During Windows Installation. Two optical drives is a solution.
When installing windows to disk partition, I want to eject win.iso, insert virtio-win-0.1.171.iso to install the virtio-scsi disk controller driver, and the eject disc will cause the virtualbox to crash.
VMware workstation can eject CD and insert pvscsi driver CD.
QEMU for Windows can do it, too.
