Operating System: Microsoft Windows 10 (64-Bit) Pro - was win 7
NVIDIA GTX 260 Graphics Card

can this old system run Virtual Box latest VirtualBox-6.1.10-138449-Win.exe...? if No, an older version can install?

There can be no guarantees, but yes, VirtualBox should run ok on that. The basic functions will all work, but without some modern features (e.g. extended page tables) it may not be as fast as on a modern architecture. Nested VT-x won't work at all, so VM within a VM would be impossible - no great loss in my book.

The CPU is Win7 era, so Win7 guests should be fine. Win8.1 or later - you'd have to suck it and see.

I'm not sure what you are asking there: the support you get (or not) from Microsoft is not our business here. AFAIK the Win7 activation servers still work.

VirtualBox provides you with a simulated PC. The things you'll need in order to install an OS are no different than with any other blank PC, think of it as a second hand PC you bought from eBay with a wiped hard disk and no OS. Not great, but the price was right!

VT-x is hardware virtualization. Your processor has this, but you may need to enable it in the BIOS. Your processor does not support EPT, which is Extended Page Tables (as mpack already told you).
