Re: VT-x is not available
Either your PC's BIOS does not have the 'virtualization technology' switch turned on, or You're running Windows 10 on your PC, and Hyper-V is enabled.
See I have a 64bit host, but can't install 64bit guests. Read it carefully, there's a lot more in it than just the 64-bit question. Practically every sentence is something to check.
Document carefully every step you try, so that if you find you cannot get around the problem, you can let us know what you tried, so we can see if something got missed.

Re: VT-x is not available
Well, to fix the VT-X is Not Available Error try the fixes like
- Disable Hyper-V Virtualization
Enable VT-X from BIOS Settings
Disable the Core Isolation option on Windows Defender
