You need to be logged in as the user that owns the VM.
And I'm guessing that you're launching the VM from a command line, despite not mentioning it.

Well, you should verify that your user has full permissions in the D:\VirtualBox\JDE_DEMO folder, and hopefully VirtualBox itself is installed in C:\Program Files\Oracle\VirtualBox, that you didn't use some unusual install technique.
Otherwise, I'm not seeing a problem. Obviously the error message is clear: the user's current permissions are blocking attempts to launch the VM process, so unless you've configured the permissions on Windows to be especially unforgiving, I'm not seeing the problem so far.

? Both USB2 and USB3 are disabled, so what "USB Proxy Service" is this? What happens if you explicitly disable all USB support in the VM settings?
I now need to see a complete VM log. With the VM fully shut down, right click and "Show Log" in the GUI, save "VBox.log" (no other file) to a zip, and attach the zip here.
