You have assigned all of your physical CPU cores (the thing VirtualBox cares about) to the guest. This may lead to resource starvation on the host which will slow the guest down as VirtualBox is just a host application after all.

You may want to change the video controller to be the VBoxVGA one instead of VMSVGA. VirtualBox v6.0.0 has issues with the VMSVGA video controller. v6.0.2 was only released today (as I write) and so we don't yet have enough knowledge to know whether they are resolved.

Also, if you have done a clean install of the Windows 10 guest then it will perform a lot of IO intensive tasks (indexing, etc.) for a while. Those guest IO actions translate to host CPU activity which you have crippled with the CPU configuration outlined above.

What I want to know is what kind of software did you use to create the RAR. I can't seem to open them with WinRAR 4.20, it errors out with:
! C:\Users\Public\VirtualBox\Temp\Win10-1-2019-01-15-18-45-36.rar: Unsupported archive format. Please update WinRAR to a newer version.
! C:\Users\Public\VirtualBox\Temp\Win10-1-2019-01-15-18-45-36.rar: The archive is either in unknown format or damaged

I don't know what it was created with but it opened with Keka.

It opens ok for me, using WinRAR 5.5 (2017).

Ah, you're right! It was at 5.x that WinRAR started changing the default compression format to something newer. I guess I need to update my Win host to something more up-to-date... ;)
