This is a Windows error, not a VirtualBox error. It happens on physical machines as well.

I ran into this problem with the current version of VirtualBox running on Ubuntu 1801 with Windows 10 1903. I tried the workarounds but without success. I saw one note that indicated the OOBREGION error was due to a deadlock condition. So I changed ssome of Device Parameters before starting (1 cpu->2 cpu, changed the parameters in the VirtualBox Settings->System->Acceleration) in an attempt to modify some of the processing timing. This worked! The next screen was the one to select the keyboard then went on to complete the rest of the installation

Changing 1CPU to 2 CPU is working.
Hardware: Acer Asphire X1470 on Windows 10..

Ich habe auch die Anzahl von Prozessoren in VM ,von 1 auf 2 erhöht . Das Problem wurde gelöst.
