Win98 Guest, Win10 Ryzen host runs ok with AMD-V, no Nested Paging
If you have multiple errors running win98 guest in windows 10 64 bit on AMD Ryzen 2700x with AMD-V enabled, disable nested paging. This worked fine for me. Disabling AMD-V and nesting also works but is extremely slow. I worked on this for a week on my new Ryzen until I found this combination. Tested in VirtualBox 5.2.16 r123759(Qt5.6.2). See Ticket #17502 (new defect) 7 months ago. This may help others.

I have a Win98SE VM and "Nested Paging" is enabled. In fact it's the template default. It may be that your CPU is presenting itself as a way-to-new-to-work for Win98. Can you please do me a favor and try the following CPU profiles, of course while the VM is completely shut down, and rebooting your VM in between the changes:
