VB 5.2 installation error on Windows 10 (64)

I originally had 5.1.22 installed and running. All of my Linux VMs took hardening errors. I noticed the 5.2 version and have attempted to install it. This installation hangs after creating the directories taking no CPU and incurring no network traffic. Cancelling it hangs. The only way to terminate it is to end the task. Now I can't re-install it or 5.1.22 because it thinks it is still installing 5.2. My assumption is there is something in the registry indicating it is still installing?
