Virtualbox installer doesnt install. no progress
it has been on the "Please wait while the setup wizard installs oracle vm virtualbox 5.1.28" for like 30 minutes already with no progress. I've tried closing the installer, running as admin. still nothing

The VirtualBox uses standard Windows installer methods to get installed. It's not even VirtualBox at that point running. It's your Windows installer that is stuck and might need some cleaning. Search for "fix Windows installer" or "broken Windows installer" or similar.
