Hi. I Installed and using that https://github.com/CatxFish/obs-virtual-cam/releases camera with my OBS studio.
But Virtual Box didn't see it here
ps: I see just my local LapTop camera. And want using OBS studio camera onto Android Virtualy device, but need firugre out the issue. Any idea where to start?

I would look in the USB part of that menu, not just the webcams part. Perhaps not all cameras appear to your host as webcams.

The author of that plugim for Virtual Camera been answered https://github.com/CatxFish/obs-virtual-cam/issues/11 - "No, it can't. Only an usb device can be recognized by VirtualBox."
Anyway that I'll have a success with My idea?
Ps: I want live stream to Instagram, using VirtualBox + Android Emulator + my OBS studio.

My intention was that YOU should look at the USB menu. I'm not sure what I'm supposed to understand from it.
If the device is plugged into a compatible host port then it should be visible in that menu. Since I don't know what device you're trying to connect I certainly can't identify it from a menu.
I also can't warrant that your Android VM will have usable drivers for the device.
