I ended up installing version 4.3.12. That worked.

4.3.12 doesn't have hardening checks and won't run the latest OS's, so if you need an older OS and religiously keep malware off your host it should be OK.

You're trying to run "macOS Sierra" on a Windows host. Mac OS X guest on a Windows Host.
