Problem: Can't attach USB devices to virtual machines; <no devices available> in machine settings->USB (USB 2.0 EHCI controller is enabled).

Please post a VM log file (any affected VM will do). With the VM fully shut down, right click it in GUI. Select "Show Log" and save "VBox.log" (ONLY) to a zip file. Attach the zip here.

Good, now what exactly is the device, and what kind of host port are you using? (i.e. USB2 of USB3)?
AFAIK, VirtualBox provides a passthrough service, not a translation service. If you have a USB3 device plugged into a USB3 host port, then the guest OS needs to support USB3 (xHCI).
Another possibility is that you didn't allow the installation of the USB filter drivers when you installed VirtualBox. VirtualBox must be installed on 64bit Windows hosts using "Run as administrator", and your security level must not be pitched at the level whereby drivers are silently discarded - you need to see a prompt at least.

Host ports are USB2, USB devices are USB2; problem is not related to an specific USB device, I have several USB2 devices (USB disk, USB stick, Avaya Desktop Charger Advanced, among others) connected to host, none of them are listed with "VBoxManage list usbhost".
The installation was done with administrative privileges (domain administrator). I have another machine member of the same domain, same OS, installation was done with same user and installer, only difference is branch and model, and all USB devices are listed with "VBoxManage list usbhost".
Can you please list the USB filter drivers in order to check them?

The attached screenshot shows all of the "VBox*" drivers that are installed in my \Windows\System32\Drivers folder. This implies but doesn't actually prove that they are being used. Showing that you have the same ones would be a good start.

Some differences are to be expected. My screenshot is from my home PC, running an XP host, and the VirtualBox version is 5.0.12 so the dates will be different. The main difference however is no IPv6 and no NDIS6 (and later) on XP. So I'd say that your driver setup looks normal.
Do you have any other software on this PC that might be filtering USB devices in the same manner as VirtualBox? I'm thinking other VM platforms, or perhaps your AV software is doing it... and not passing the correct data on to the VirtualBox filter driver. Think of anything that might want to spy on the contents of a removable drive before allowing the host OS to see it.

Just reporting that I have the same problem. I've NEVER been able to attach any USB stick to a Linux guest.
Host: Windows 10 Home (64-bit)
Vbox: 5.0.20 r 106931
Guest: (Doesn't matter, none of them work, but...) Linux Mint 17.3 Rosa (64-bit)
I can't attach the guest log file - it is too big. (Forum only allows attachments up to 128KB.) I have no idea what to look for in the logs anyways. And frankly, this isn't such a big deal to me as I have always been able to add shared folders to my guests. So...if I ever needed to get files off a usb stick into my guests, I would copy them to my shared folder.

Follow the steps below. If there is a failure, please state which step failed:
BTW, your host (Win7) does not natively support USB3. I assume that you've taken the necessary steps to install the support otherwise you wouldn't be able to use the USB3 devices on your host, right?
- Make sure that the Extension Pack is installed on the host. The same version as VirtualBox.
- Make sure that USB is enabled in your VM settings.
- Create a USB filter in your guest settings while the device is plugged in the host. Delete all values except Name, VendorID and ProductID.
- Unplug the device.
- Start your guest (the one that you applied the filter to). Let it start completely. Log in if you have to.
- Plug your device.

I followed all your steps and got the exact same result. I attached an updated .vbox file (because the USB filter had been modified.) Also attached a .zip log file from the session.

Did you actually attach the USB device in question? I did a test with a Mint 17 VM and here's what I got in the VBox.log (which I was expecting to see from yours as well, but I didn't):
I inserted two USB sticks and removed them in reverse order. As you can see they attach and detach fine. Now, I'm on a Mac with no USB3, but in theory this is what it is supposed to look like, so would you mind giving it one more shot?
