I can confirm that removing the Windows Patch KB3081320 solves the problem.

At least on:
OS: Fully patched Win 8.1
VB: 4.3.30 r101610

Because I don't update until the problem has been verified to be resolved.
Seeing other people updating first and still having problems (and even more of them) is a no go.
Please find out how this issue has been resolved in later releases. (Resolved meaning that I can install that patch with VB still working, obviously?)
