I found a bit more info, but no solution yet.
On my computer, using VirtualBox Manager v5.1.6 r110634, the Host-Only MAC address is stored as REG_BINARY data at the following key:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Nsi\{eb004a11-9b1a-11d4-9123-0050047759bc}\10\0000000f00000600
Regedit doesn't allow searching for binary data. To work around this limitation, I exported the all data from HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet to a C:\CurrentControlSet.reg file, then opened that file in a text editor and searched for a subset of the MAC address.
The MAC address I was searching for was: 0A-00-27-00-00-12.
I searched for a subset of this MAC address in the binary data: 0a,00,27

I tried editing this MAC address in the Binary data, and rebooting. But the MAC address did not change.
