I'm terribly sorry but I can't find the answer:
I have Virtual Box 2.1.4 downloaded from the top portion of this page: http://www.virtualbox.org/wiki/Downloads so I assume it is PUEL version.
I run XP on XP. But when I hover over the usb icon in VM status area it shows "usb controller is disabled".

I did found this:{Q: I connect an USB device, but it isn't grabbed by the VM. What's going on?
A: Are you using the OSE version or the PUEL version? The OSE version does not provide USB functionality. If you use the PUEL version, read the Wiki and manual for how to set it up in Linux Hosts. Windows systems should work automatically.... }

Any suggestions how to enable it?

What do you think is needed here? If you have a USB mouse and keyboard and you disable USB in the BIOS, would they work?

I DIDN"T DISABLE ANYTHING! I didn't write "Windows systems should work automatically" as well. My usb mouse and keyboard ARE working on both XP host and guest, however guest does not see any device plugged in the usb.

Any suggestions on enabling usb controller or whatever else to be done?

Where is USB disabled? in the Vbox GUI or inside the Guest device manager?

At the bottom of the guest screen there is status area- that's where I've seen "usb controller is disabled". However I figured that out- power down guest, in VBox gui enable usb controller, power guest on. Do I need to add filters? (I didn't) Host detected a new device and installed a driver for it.

Now in the guest status when I click on usb icon it shows a few usb devices like keyboard, mouse, usb printer, SMI usb device, but not my USB flash drive. if I select SMI device it hangs :(

Any suggestions?

Try an empty filter, unplug the usb device, start and then click on the VM (so it has focus) and plug usb device back in.

I think I got it working.here is the sequence:

Power down guest, in VB interface enable USB, no filters. Power up guest.
Guest installs a bunch of drivers. May need to reboot guest here.
Don't rush! host detects new usb device and installs driver for it. Asks to reboot.
Power down guest. Don't check "Revert to snapshot"
reboot host, power up guest

steps above I had to do a couple times.

Insert flash drive
Host detects it
Go to the guest In the status bar click on usb devices, select flash drive.
Host looses it, guest finds it. Guest installs driver for it.
