I believe this is a conflict with something else which is using VT-x/AMD-v. I don't see any sign that Hyper-v is present, so are you using any kind of third party AV product on this host?

OK I think I know what it was. I was running TwinCAT software on my machine which require VT-x to be enabled to work. If I restart ad run virtual box without opening TwinCAT it works fine. Once I run TwinCAT virtual box stops working.

That would imply that, either some part of TwinCAT is still running, e.g. as a manually started service, or TwinCAT does not clean up after itself properly. If the latter then you should raise it as a support problem with Beckhoff/TwinCAT.

The latter option is more likely IMO. If TwinCAT was still running then the error I'd expect to see is "VT-x is not available".
