When I try to start a VM I get an error:

You seem to have installed BitDefender in the host too? It interferes with VirtualBox.

Btw, support for Win7 hosts was dropped in VirtualBox 6.1.0. That doesn't mean that 7.0.x definitely won't work, it just means that nobody cares if it works.

I tuned off Bitdefender on the host.
I tried to reinstall it with a repair. It hung up.
I ran msconfig and turned off all services except MS services. I also turned off all startup jobs.
I rebooted.
When I tried to reinstall with a repair it gives me an error saying:
"The specified account already exists"

What can I do?
I'm afraid to uninstall VirtualBox because I don't want to loose everything I have set up.
I don't know if I should install an older version over the top of this one so I can then try to install this version.
What can I do to get version 7.0.2 installed correctly?

Do you expect to lose Word documents if you reinstall Office? Reinstalling software does not affect data, and VMs are data to the host.

So if I understand you correctly:
It's fine and you suggest I uninstall Virtualbox 7.0.2 and I won't loose my VM's to fix this problem?

Yes. Though a complete host backup is always a god idea.

I turned off Bitdefender, Defender, Firewall
I ran chkdsk c: /R
I performed a backup for the C: partition.
I uninstalled VirtualBox 7.0.2
I cleaned the temp files with Ccleaner.
I installed VirtualBox 7.0.2
Upon opening VirtualBox I received this error:

Most of the time, so-called security software cannot be turned off, only uninstallation helps. To see for yourself, search the VBoxHardening.log file for "Bitdefender". ;)

Bitdefender is in the VBoxHardening.log. It points to a Bitdefender file called atcuf64.dll.

Does that mean the install will go just fine if I uninstall Bitdefender?
I don't know how to read the VBoxHardening.log.
I don't know how to figure out what is causing the install to fail.
Since Bitdefender is turned off, It shouldn't be Bitdefender that is stopping the install.
There are no notifications within Bitdefender relating to the install.
If I must, I will uninstall Bitdefender to get this installed.

I don't know. My reasoning is as follows:

The VBoxHardening.log file indicates that some software is invading the memory of the VirtualBoxVM process, and one software identified is a Bitdefender component. VirtualBox tries to eliminate all invaders from its process memory and hangs afterwards. I'd suggest to uninstall the Bitdefender software for a test, reboot the host and check if your problem persists. Then you'll see if the Bitdefender software is the culprit or something else is. If your problem persists, provide a new (zipped) VBoxHardening.log file.

I found the PC had two local IP addresses. I removed one.
I found the PC had a network problem. I fixed it.
I removed VirtualBox software.
I cleaned all temp files.
I rebooted.
I cleaned all temp files.
I installed VirtualBox.
It installed without errors.
