For some reason I'm no more able to run ubuntu 14 64 bit on my windows host, getting mentioned error.
I've read various posts, but none of them seem to be helpful.
Will be very grateful for any advises. Logs and screen attached.

Re: Kernel Panic - not syncing: Attempted to kill the idle task!
512MB RAM for a 64bit Ubuntu? That doesn't seem right. Likewise having only 1 CPU core, and only 12MB graphics RAM.
What I would try on your host is 2048MB RAM, 2 cores and 128MB graphics RAM: and choose the VMSVGA graphics controller.
Note also that Vagrant is not supported on these forums. We only deal with standard/official installs.
Sometime down the line you should install the extension pack on the host, and the Guest Additions inside the guest.
p.s. The software needs to be closed down, i.e. all log files flushed and closed, before you copy them out.
p.p.s. Something seems to be hogging a lot of host RAM. <4GB RAM available on a 16GB host doesn't seem good.

Re: Kernel Panic - not syncing: Attempted to kill the idle task!
I have faced this issue for last week in my windows 11 host running virtual box latest, for zorin linux lite desktop.
I have did this and kernel panic issue disappeared.
Settings -> System -> Processor assign more than 2 processor core (i had eight i assigned 4)
Once you restart, choose advanced in linux grub loader, Recovery mode.

Adding second CPU helped. Thanks!
Regarding limited resources - it's ubuntu server for development purposes. It doesn't need neither video memory nor lots of ram

I added a second CPU processor and then it works again but I don't really understand why it used to work fine.
