Sorry if this has been asked before. Are there any limitations in terms of *which* Windows Server 2019 License Model that needs to be in place when creating "unlimited number" of VBOX VMs? Which one would you recommend? This is for a dev-server only which will run a number k8s VMs.

Fact: we are not authorized to answer Windows licensing questions. If you want authoritative answers then you need to ask Microsoft.
My personal opinion is that one license per running VM is enough. I.e. if you run two VMs at the same time then get two licenses. If you run two VMs plus a physical host then get three licenses. This is all assuming you are operating as an individual, not as a business with a volume license.

Also watch the MS apps you run on the server(s). Also be aware development and testing areas are sometimes treated differently than production for MS licenses.
