I have no clue what is going on, unfortunately. I can only suggest workarounds to get the data into the VM. We'll have to wait for others to see if they have ideas.

You can use shared folders, or try making ISO's of the DVD contents, then put the ISO's in the VM's Optical drive.

Excuse me.
I have activated these options, do you think they can affect the optical drive?
I do not think so.
In Settings, System, Motherboard, Enable I / O APIC.
In Settings, System, Processor, Enable PAE / NX.
AndyCot asked the type of format.
Regarding double layer DVD, it is read as "File system: UDF"
I don't see anything strange but I would like your opinion on this.
Thanks.

Neither of these should affect the VM's CD drive.

I solved.
Regarding the opening of the File Explorer window on the host PC with Windows 10 Pro 64bit:
I had set the opening of the DVD as an action.
For this it opened the File Explorer window.
I performed a reset on the AutoPlay screen by clicking on Restore Defaults.
I tried to do a fresh install on another Windows 11 operating system.
I noticed that when the Guest PC with Windows 7 Pro 32bit did not read the double layer DVD, when I clicked on the optical drive icon, an error related to Microsoft Visual C ++ was indicated.
I installed Microsoft Visual C ++ 2005 on the Guest PC with Windows 7 Pro 32bit and it didn't get that error.
Finally I disabled the passthrough option and the double layer DVDs are read correctly by the Guest PC with Windows 7 Pro 32bit.
I would like to use Windows XP as a Guest PC, I asked you that I could not complete the installation of the Guest Additions, the installation crashes before completing.
Do I need to use an old version of VirtualBox and the Guest Additions?
Thanks bye.
