On first Boot of Win98 Explorer fails popup

When Win98 finish the install and is booting up for the first time I get an error pop up saying Explorer has performed an illegal operation and will be shut down. There is also another pop up that says The Shell32 file is linked to missing export SHLWAPI.DLL. I am not sure how to fix this I did try downloading a couple different WIn98 and they error the same way. Is there something in the settings I need to change? I did not change much in setting just the RAM to 1024 and I upped the Video to 64. Thanks for any help that can be offered.
