That will be Hyper-v, very much not disabled.

See HMR3Init: Attempting fall back to NEM (Hyper-V is active).

Any further discussion will require a VM log. Make sure the VM is fully shut down, then right click it in the manager UI. Select "Show Log" and save "VBox.log" (no other file) to a zip file. Attach the zip here.

after recommendations from link above, still getting error, but now it's changed
before
VBox.log.zip
log before changes: Hyper-V disabled, Mem integrity On
(6.04 KiB) Downloaded 3 times
after changes from link above
VBox.zip
log after changes: Hyper-V disabled, Mem integrity Off
(5.37 KiB) Downloaded 3 times

I was successful in getting my WinXP guest out of "turtle" mode (really really slow), by setting hypervisorlaunchtype off AND disabling VBS in "Memory Integrity" on my Win11 host.

A couple of notes on my journey:
1 - Make sure you run the bcdedit command As Administrator.
2 - After (1), I used command Shutdown /r /t 1 to restart Win11, but although the hypervisorlaunchtype was indeed Off after reboot, I got quick "Module Not Loaded"-type errors on both my Win7 and WinXP guests! After another simple (albeit accidental) reboot, this error went away, but I was still in "turtle" mode.
3 - I noticed that my Win7 guest also had Mr. Turtle, but it really wasn't slow to me.
4 - After disabling VBS, both machines came up with Mr. "V" instead of Mr. Turtle and I am happy!
5 - I have Defender running, but did not need to mess with this (note I don't have the firewall turned on).

Thanks for the notes for fixing this!

3 days and I finally won!
for my case critical was to create dword into registry "HKEY_LOCAL_MACHINE/System/CurrentControlSet/Control/DeviceGuard/EnableVirtualizationBasedSecurity"
and set it to 0.
Thanks to dear Mr. Tax Shack for the clue.

KeyBo - how in the world did you figure out the registry hack that was needed? Why needed for you and not me? Curious. . . .

You mention VBS
I google "disable VBS"
there are several ways to do that
one of them - registry
obviously just disable memory integrity in device guard was not enough in win11 22h2
thats how

I'm under win11 22h2, too. "Memory integrity" (under "Core Isolation") turned off worked for me. Not sure what "device guard" is, but, whatever.

It's one of several items listed in the standard FAQ as needing to be turned off.
