Why doesn't the cursor blink in DOS?

Why doesn't the cursor blink in DOS?

When I run MS-DOS or FreeDOS in VirtualBox, the cursor doesn't blink. Why is this?

Because no one wrote the code to make it blink.

...which presumably was not an oversight. Blinking in software requires a timer, constant repaints, use of cpu. All for a something we can easily manage without.
